Kingston’s ICI sector experienced a dramatic jump in permit values in the September-February period. Total ICI permit values were up by close to 300% compared to the same period in 2015-2016. Commercial permit values had a healthy increase of about one-quarter, but it was the industrial and institutional sectors which led the increase in Kingston’s ICI permit activity. In the industrial sector, almost all of the permit activity was from one major project. The Cataraqui Bay Wastewater Treatment Plant by Utilities Kingston had 7 permits issued in this period totalling $27.3 million. Institutional permit activity was led by the Rideau Heights Community Centre and Library which was issued a $9.7 million permit in November. While the numbers appear to indicate meteoric increases in permit values in Kingston, it should be noted that there was almost no industrial or institutional permit activity in this six-month period in the previous year. Kingston’s industrial and institutional sectors each only had about $4 million in permit values in the September 2015 – February 2016 period.
