ICI permit values declined by 27% in Eastern Ontario in the first quarter compared to the first quarter of last year. Industrial permit values were down by two-thirds in Eastern Ontario, due in part to the winding down of permit activity on Ottawa’s LRT project. Commercial permit values were down by one-third in Q1 driven by steep decline in commercial permit activity in Ottawa that began in Q4 of last year. The past two quarters (Q1 2017 & Q4 2016) were the two lowest quarters for commercial permit values in Eastern Ontario (and Ottawa specifically) since the recession. Institutional permit values increased by 34% overall in Eastern Ontario, driven by a project at Queen’s University. Queen’s University’s new Innovation and Wellness Centre was issued a $57 million permit.
